VA Process for Education Benefits

The Veteran’s Administration (VA) pays benefits in different ways depending on the recipient’s benefits program.  Here are the programs and a description of who and how the VA pays for each benefit type:

Post-9/11 GI Bill (Chapter 33)

  • The VA is invoiced through the EU Veteran’s Center and the tuition and fees are paid directly to school.
  • The student’s book stipend is paid directly to the student, at a rate of $41.67 per credit hour, up to the $1000 available from August to August. Payment amounts may vary based on the following criteria:
    • The Student’s GI Bill eligibility rating, ranging from 40% to 100%
    • The student’s enrollment status, full-time or less.
  • The monthly housing stipend (BHA/BAH) is paid directly to the student. View the BAH payment rate table. Payment amounts vary based on the following:
    • The student’s GI Bill eligibility rating, ranging from 40% to 100%
    • The student’s enrollment status can be full-time or less, but the student must have more than 50% rate of pursuit
    • The student can be enrolled in either in-residence or all on-line courses, but the student must have more than 50% rate of pursuit

Montgomery GI Bill – Active Duty (MGIB-AD/Chapter 30)

  • The VA is invoiced through the EU Veteran’s Center and the student’s monthly Montgomery GI Bill benefit is paid directly to the student. The student must pay the school for tuition, fees and other expenses incurred during the semester prior to the student’s next semester (as long as there were no issues with the student’s VA payment).   • Student uses monthly benefit to pay tuition/fees to school.
  • May be eligible for kicker if part of the original enlistment contract or part of a re-enlistment contract.
  • The student must certify enrollment monthly with the VA Regional Office by phone at 1-877 838-2778 or online.

Survivors’ and Dependents’ Educational Assistance Program (DEA/Chapter 35)

  • The VA is invoiced through the EU Veteran’s Center and the student’s monthly DEA benefit is paid directly to the student. The student must pay the school for tuition, fees, and other expenses incurred during the semester prior to the student’s next semester (as long as there were no issues with the student’s VA payment). Vocational Rehab and Employment Services (VRE/Chapter 31)

  • The VA is invoiced through the EU Veteran’s Center and the tuition and fees are paid directly to the school.
  • The VA pays for books and supplies and these are also invoiced to the VA by the Veteran’s Center and paid directly to the school.
  • A monthly stipend is paid directly to the student. View the payment rate table.

 

Reserve Educational Assistance Program (REAP/Chapter 1607)

  • The VA is invoiced through the EU Veteran’s Center and the student’s monthly Montgomery GI Bill benefit is paid directly to the student. The student must pay the school for tuition, fees, and other expenses incurred during the semester prior to the student’s next semester (as long as there were no issues with the student’s VA payment).   • The student may be eligible for kicker as part of the original Reserve or National Guard enlistment contract or part of a Reserve or National Guard re-enlistment contract.
  • The student must certify enrollment monthly with the VA Regional Office by phone at 1-877 838-2778 or online.
